On February 27, 2025, Decree Law 2\/2025 came into effect, introducing urgent housing and urban planning measures<\/strong> \u2014 including the launch of the Registry of Major Property Holders. This is an administrative registry managed by the Catalan Housing Agency. Individuals and legal entities<\/strong> considered major property holders \u2014 those owning 5 or more properties in high-demand areas or 10 or more in others \u2014 are required to register.<\/p>\n The purpose of this regulation is to identify properties that could potentially be made available for public use.<\/p>\n Until the registry becomes fully operational \u2014as a dedicated section of the Housing Agency’s website has not yet been activated\u2014 major property holders must submit a sworn declaration<\/strong>, confirming their status along with a list of the properties they own.<\/p>\n This temporary declaration must be submitted via a \u201cGeneric Request\u201d form to the Housing Agency of Catalonia. Each submission should include the owner\u2019s tax ID (CIF), confirmation of their status as a major property holder, and the cadastral references for each of the properties listed.
