The Government of Andorra is advancing in the implementation of its digital transformation plan, with the announcement of a tender for the creation of a digital portfolio. The main objective of this initiative is to provide a platform that integrates digital identity and other portfolio functionalities, in order to simplify the management of identities, finances, and other aspects for citizens, all within a secure and public environment.

This new digital portfolio is part of the Andorran Government’s digital transformation process and its main goal is to simplify the management of identities, finances, and other aspects for citizens within a secure and public environment. It will allow citizens to link their digital identities with other official and loyalty cards, streamlining bureaucratic procedures and reducing waiting times, both for the population and for public administration. Furthermore, this new tool will significantly enhance security and privacy in online transactions, thanks to the implementation of robust authentication mechanisms that will help prevent fraud and protect users’ personal information.

The implementation of this digital portfolio represents an advancement over the currently available digital certificate. This new tool is compatible with other digital identification systems at the national and international levels, with the aim of facilitating collaboration between entities and mutual recognition of digital identities. Additionally, it is expected that this solution will be compatible with other payment systems and digital portfolios to promote collaboration between financial entities and mutual recognition of transactions.

This is the first time that the Government has used the competitive dialogue procurement method in an international tender for a digital tool. This new method is included in the Public Procurement Law and aims to allow candidates to collaborate in the development of solutions that meet their needs and can serve as a basis for their final offers.
