On February 27, 2025, Decree Law 2/2025 came into effect, introducing urgent housing and urban planning measures — including the launch of the Registry of Major Property Holders. This is an administrative registry managed by the Catalan Housing Agency. Individuals and legal entities considered major property holders — those owning 5 or more properties in high-demand areas or 10 or more in others — are required to register.

The purpose of this regulation is to identify properties that could potentially be made available for public use.

Until the registry becomes fully operational —as a dedicated section of the Housing Agency’s website has not yet been activated— major property holders must submit a sworn declaration, confirming their status along with a list of the properties they own.

This temporary declaration must be submitted via a “Generic Request” form to the Housing Agency of Catalonia. Each submission should include the owner’s tax ID (CIF), confirmation of their status as a major property holder, and the cadastral references for each of the properties listed. This provisional submission will remain valid until the official registry is up and running.
